About the Role

We are seeking a capable and driven professional to lead our Recruitment and HR function across All Pharma Life Sciences, supporting both MyCare Malta and All Life Sciences.

This is a leadership role combining operational execution, team management, and business growth responsibility.

The successful candidate will play a key role in strengthening and expanding the recruitment function, while ensuring effective HR operations across the group. The role requires a hands-on approach initially, with the opportunity to build and develop a team as the function grows.

Key Responsibilities

Recruitment Leadership & Delivery

  • Lead and manage the full recruitment lifecycle across both divisions
  • Develop and execute recruitment strategies aligned with business objectives
  • Build and maintain strong talent pipelines locally and internationally
  • Ensure high-quality candidate experience and efficient hiring processes

HR & Payroll

  • Take ownership of HR operations across the group
  • Oversee payroll processes, ensuring accuracy, compliance, and coordination with providers
  • Manage the full employee lifecycle (onboarding, development, offboarding)
  • Maintain HR systems, employee records, and legal compliance

Strategic Growth & Business Alignment

  • Work closely with the Head of Business Development to identify and support new opportunities
  • Align recruitment planning with commercial and expansion strategies
  • Support workforce planning and organisational structuring

People Management & Leadership

  • Take accountability for team performance and structure
  • Lead, mentor, and develop recruitment and HR team members
  • Make confident decisions regarding hiring, performance management, and team development
  • Foster a high-performance and professional culture

Policies, Processes & Compliance

  • Develop and maintain HR policies, SOPs, and employee handbook
  • Ensure compliance with Maltese employment law and regulatory requirements
  • Implement scalable and efficient HR processes

Performance, Reporting & Improvement

  • Track and report on key metrics (hiring performance, headcount, turnover, etc.)
  • Support performance management frameworks and review cycles
  • Drive continuous improvement and automation of HR and recruitment processes
  • Manage external vendors (payroll providers, recruitment platforms, legal advisors)

Culture & Engagement

  • Support employee engagement initiatives and internal communication
  • Promote a positive and professional work environment

Requirements

  • Minimum Diploma in HR or related field
  • At least 6 years’ experience in HR and/or recruitment roles
  • Proven experience in a managerial or leadership position
  • Experience in payroll processes in Malta and HR administration
  • Strong organisational and problem-solving skills
  • Ability to take ownership and make independent decisions
  • Good commercial awareness and ability to support business growth
  • Excellent communication skills in both English and Maltese
